ConocoPhillips operates the Kuparuk and Alpine oil fields, has an ownership interest in the Trans Alaska Pipeline System (TAPS) and owns/operates the Polar Tankers fleet.
ConocoPhillips Alaska is recruiting for an Allocation Engineer / Allocation Specialist that will be based on the North Slope at CPF3. This position works a rotational schedule with an alternate (2 weeks on / 2 weeks off). The position works closely with Eni to manage the interface between the Oooguruk Unit (OU) operated by Eni and the Kuparuk River Unit (KRU) operated by ConocoPhillips and provides operational support for facility sharing agreements.
Responsibilities may include:
Demonstrating Health, Safety and Environmental (HSE) leadership and performing all duties in compliance with our HSE Management System, applicable government regulations, industry standard methodologies and all other ConocoPhillips policies
Represent the interests of the Kuparuk River Unit owners with regard to the Production Processing and Services Agreement (PPSA) with the Oooguruk Unit owners
Auditing measurement systems to ensure standard methodologies and regulatory requirements are being followed. Witness calibrations of metering equipment. Analyze quality of calibrations and assure standards and agreements are followed. Develop expertise in meters that are part of the PPSA and ensure that OU is operating in accordance with all agreements and service manuals
Monitor and/or perform daily gas and pressure backout calculations. Support maintenance of the Kuparuk Integrated Network Model “KINM” and Gas Lift Optimization “GASOPT” backout programs, including tuning hydraulic models
Compute water backout for OU and provide annual forecasts. Maintain water backout calculations and review for completeness at month end
Lead, assist, participate in metering and allocation audits and technical measurement reviews related to the PPSA and OU
Monitor and/or perform daily measurement risk recompense computations. Assist in the development of uncertainty tables, and computations of uncertainty in measurement conditions outside the tables. Participate in biannual uncertainty review
Participate in development of protocols related to operation, measurement and allocation
Participate in setting performance targets, developing quality control standards and reviewing performance related to standards
Monitor daily activity and rates from OU. Review daily run tickets, anomaly and alarm reports. Compute corrections and coordinate with OU on measurement errors. Review automation data points and operation. Develop new automation tools to assist in oversight of OU rates and operational impacts on KRU
Assist in development of proper PVT correlations for measurement, and assure that sufficient PVT samples are taken and analyzed to keep correlations current
Confirm that quality bank samples and calculations are being handled properly
Review all rate data before 3rd business day of the following month to assure smooth allocation closeout
Monitor OU actions for interference with KRU operations. Compute impacts of OU actions and notify OU and KRU accounting
Monitor OU production compliance with PPSA acceptance standards. Where necessary request samples to confirm compliance or interference/backout
Notify OU of all KRU work which may or will impact OU production or injection. Maintain daily contact and be the main point of contact for OU operations management and engineering on any topic related to OU operations
Work to develop methods, and then execute re-computations of OU/KRU production allocation data found to be in error from 2012 forward
Assist Optimization Engineer with monthly OU nomination process
Assure good communication between OU and KRU on past and future rates
Communicate routinely with OU on-site and Anchorage personnel to assure smooth operations
Assure that OU is sampling according to sampling plan, and that sample data is used in the measurement QC basis in a timely manner to improve the quality of measurement
Legally authorized to work in the United States
1 years experience dealing with process flow, production allocation, and flow measurement
Proficient in use of Microsoft Office applications
Willing to wear Nomex fire retardant clothing and personal protective equipment (such as steel-toe shoes, ear and eye protection)
Possess valid driver's license
Bachelors of Science degree or higher in Petroleum, Mechanical, Chemical, or Civil Engineering
Commitment to stringent HSE and ethical standards
Proficient with data analytics and modeling software, including Spotfire, Python, and Hysis.
Proficient documentation and presentation skills
Familiarity with Arctic Operations
Understanding of plant and process facility operations
Comprehensive understanding of industry practices in flow measurement and metering
Strong communication, integrated teamwork and analytical skills
Strong multi-tasking skills with ability to manage multiple ongoing activities
The capability to interface continuously with both hourly and salaried positions of varied disciplines and ability to maintain good working relationships with team members and Operations personnel is necessary
