The Real Estate and Facilities (REFS) HSE Specialist, serves as a consultant in coordinating the safety and health programs. This individual will implement Contractor Management Programs, the HES Management System and HSE procedures, provide safety oversite for office, project and maintenance safety. Other work will include emergency response and compliance assurance with local, state and federal regulations and company requirements pertaining to OSHA, DOT, and EPA.

Responsibilities may include:

  • Provide Health, Safety and Environmental (HSE) mentorship for Real Estate & Facilities Services (REFS) projects, facilities and activities

  • Manage the Contractor Management program

  • Oversee the Safety Data Sheet program

  • Support the HSE Management System and develop new procedures and participate the annual review of HSE documents

  • Work towards building an environment that allow REFS to become a Learning Organization

  • Assisting with communicating, coordinating and maintaining contractor safety

  • Reviewing hot work, confined space and other work permits

  • Provide HSE guidance on Construction Projects

  • Advising teams on with risk management, pre-job planning and hazard mitigation

  • Providing guidance on incident and near-miss investigation and recommends corrective action

  • Participating on incident investigation teams and Learning Teams

  • Assist with maintaining OSHA reporting for REFS based staff

  • Conduct HSE Meetings

  • Providing health and safety regulatory support

  • Supporting and guiding the safety awareness programs

  • Delivering general and specialized training for regulatory and topic specific training

  • Supporting various committees as a resource, such as project and HSE Steering Committees

  • Supporting industrial hygiene and health activities via monitoring/testing, safety inspections and auditing, reporting and documentation as needed

  • Identifying, assessing and recommending actions related to health, safety and emergency response issues

  • Provide field verification of the 8 Life Saving Rules for maintenance and project work

  • Develop Preliminary Environmental Assessment Profiles for real estate transactions

  • Knowing and observing safe work practices

  • Conduct IH and other HSE related personnel monitoring as needed

  • Oversee HSE related agency required inspections and certifications

  • Experience working with health and safety regulations

  • Ability to recognize hazards, assess risk and suggest an appropriate mitigation plan

  • Legally authorized to work in the United States

  • 1 years of experience as a safety professional in construction projects or related experience

  • 1 years of experience with (HSE) management system knowledge to review, revise, and implement management system program, procedures and policies

  • Proficient with Microsoft Word, Excel, and PowerPoint

  • Ability to travel up to 15% of the time


  • Certified Safety Professional

  • Bachelor’s Degree in Safety or related field

  • OSHA CSHO in Construction Industry or General Industry

  • Strong background in General Construction Safety (OSHA Construction Safety)

  • Experience with the coordination of Risk Assessments

  • Spanish as a second language

  • Well-developed planning and organizational skills including the ability to work independently, prioritize activities, meet dedications, and proactively manage time and generally mange a heavy workload

  • Effective skills in facilitating networks and teams

  • Able to solve a broad range of complex problems

  • Experience in working with highly technical databases

  • Experience in defining and measuring business contribution and progress through metrics

  • Takes ownership of actions and follows through on commitments by holding others accountable and standing up for what's right

  • Delivers results through realistic planning to accomplish goals

  • Generates effective solutions based on available information and makes timely decisions that are safe and ethical
